Frank R. Sheppard, Parsons Senior Vice President and Salt Waste Processing Facility
(SWPF) Project Manager, had 21 years of Federal Government experience prior to
entering into the private sector for the past 9 years. Mr. Sheppard joined Parsons in
September 2011 as the Contracts Manager and assumed the role of Project Manager
April 2015. Mr. Sheppard is responsible for safe project execution and delivery,
including Construction, Testing and Commissioning and Operation of SWPF.
Prior to joining Parsons, Mr. Sheppard ran a successful Small Business consulting
company, The League, LLC, providing contract and management consulting services to
small and large businesses working on, and competing for, Department of Energy and
Department of Defense contracts. Mr. Sheppard’s 21 year Federal service began with
the U.S Navy at Lakehurst, NJ and the Office of Chief of Naval Operations. Mr.
Sheppard joined the Department of Energy Headquarters in 1995 working in the
Environmental Management’s (EM) Rocky Flats Program Office and then supported
the Assistant Secretary for EM in creating the Office of Acquisition Management where
he served as Director as a Senior Executive Service member through 2005.
