Lori Baker has more than 25 years of project management and contract administration
experience, including more than 20 years with Bechtel.
Lori serves as Manager of Business Services at the Waste Treatment and Immobilization
Plant (WTP) Project in Richland, Washington. In this position, she oversees the Prime
Contract, Controller, Human Resources, Information Systems and Technology, Office and
Facilities Services, and Six Sigma organizations. She is responsible for ensuring
regulatory adequacy for all WTP business functions and activities. Lori currently is the
Bechtel senior official leading the renegotiation of the WTP contract with the Department
of Energy (DOE).
Before joining WTP in 2011, Lori served as the Bechtel National, Inc. (BNI) Functional
Manager of Procurement and Subcontracts in Frederick, Maryland, where she was
responsible for BNI purchasing systems and personnel performance across all BNI
government business. She previously held positions as the Procurement and
Subcontracts Manager for Bechtel at government sites, including the Department of
Defense’s Blue Grass Chemical Demilitarization Project in Richmond, Kentucky, and
DOE’s Accelerated Cleanup Project at the K-25 site in Oak Ridge, Tennessee.
Lori served on the Procurement Evaluation and Re-Engineering Team (PERT) for two
years and conducted procurement reviews at the Idaho National Laboratory, Lawrence
Livermore National Laboratory, Savannah River Site, and the Strategic Petroleum
Reserve Project. She also held key management positions for Bechtel commercial
projects in the Power, Telecommunications, and Oil, Gas, and Chemical business units.
Lori holds a bachelor’s degree in business management from the Tennessee
Technological University and has earned numerous certificates in leadership, contracting,
and project management, including her Bechtel Certification as a Level 3 Procurement
Manager. She also is a certified Six Sigma Black Belt and Master Champion.
