Biography

As Vice President and General Manager, Linda Kobel leads LATA-Sharp Remediation Services, LLC (LSRS), providing a unique blend of operations management, financial management and business development to the government (both DOE and DOD) and commercial industries.  LSRS is the  field execution arm of Los Alamos Technical Associates, one of the most successful small businesses in the DOE/NNSA environmental remediation services field, having performed over one billion dollars in environmental projects over the last 5 years alone.

With a strong knowledge of operations and financial management functions at the Department of Energy as well as both nuclear and fossil plant sites, she has an exceptional understanding of planning, integration and risk management required to maximize project success. In addition to leading LSRS, Ms. Kobel provides leadership, mentoring and oversight of LATA’s DOE portfolio, which currently represents over $450M in contract value and has managed the full spectrum of business services for two large DOE sites (Portsmouth and Paducah).

Prior to joining LATA, Linda was the President of Enercon Federal Services where she integrated companywide government operations and sales including planning, budgeting, forecasting and revenue management with a focus on compliance and project integration. As a Senior Vice President for EnergySolutions, she was responsible for providing strategic business solutions for DOE contracts including serving in concurrent roles as Business Manager for both the Portsmouth Environmental Remediation and Uranium Disposition Services contracts. She achieved outstanding personal and team results early in her career during her tenure with the Institute of Nuclear Power Operations.

From 1994 to 2008, Ms. Kobel was the Chief Operating Officer (COO) and Co-Founder of Link Resources, Inc., a global operations and management company that provides senior consulting services and facility operations to fossil and nuclear utilities, health care, insurance, manufacturing, technology, government and non-profit sectors, as well as DOE operations at sites such as Hanford, Oak Ridge National Labs, and Idaho.  At Link Resources, Ms. Kobel provided due  diligence and transition services to the power plant industry where her entrepreneurial and business instincts; along with clarity of strategy and vision, contributed to multiple companies’ continued growth and success.

Her blend of “big business and small business” experience, coupled with her passion for linking people, processes, and operations and how strategic business solutions can improve company efficiencies qualifies her as a unique candidate for contributing to EFCOG’s mission of promoting excellence in DOE Operations.

Linda holds a BBA in Management from Kennesaw State University.

Biography

Susan Stiger has more than 35 years experience in the energy and environmental industries, primarily managing major projects and operations in nuclear facilities, waste management and environmental remediation. She led the environmental cleanup programs at the Idaho National Laboratory, the Los Alamos National Laboratory, and at Rocky Flats. She has also held senior positions on DOE projects at Oak Ridge and Hanford. Currently, Susan provides operations oversight and strategic formulation for Bechtel National’s Department of Energy sector and serves as a senior corporate representative with DOE-HQ. Her experience directing complex technical projects in challenging political and regulatory environments has led to a focus on turning troubled projects and organizations into successful operations.

Ms. Stiger has been involved with EFCOG since 2004 and currently chairs the EM policy group. She holds an SB degree in Civil Engineering from the Massachusetts Institute of Technology and is a licensed Professional Engineer.

Biography

Steve Hafner is the Chief Operating Officer for G4S Government Services (G4S GS) Department of Energy (DOE) Operations including special nuclear material protective service contracts at Savannah River Site in South Carolina, the Nevada National Security Site in Nevada, and Hanford Site in Washington State. His other responsibilities include protective service contracts at Sandia National Laboratory-California, the Strategic Petroleum Reserve in Louisiana and Texas, URENCO-USA’s enrichment plan in New Mexico, and a Logistics and Training services contract in support of the Office of Secure Transportation (OST) in New Mexico, Texas, Arkansas, and Tennessee.

Steve began his professional career as an Air Force Intercontinental Ballistic Missile Launch Officer at F.E. Warren Air Force Base (AFB) in Cheyenne, Wyoming. Subsequent AF assignments included a tour of duty on the Strategic Air Command (SAC) Airborne Command Post, numerous staff assignments at SAC Headquarters in Omaha and at the Pentagon, command assignments at Grand Forks AFB, North Dakota, and again at F.E. Warren AFB, Wyoming. He is a graduate of Squadron Officers School, the Armed Forces Staff College, and the Air War College.

A career Air Force Logistician, Colonel Hafner led ICBM missile maintenance organizations at Branch, Squadron and Group levels. As the Logistics Group Commander for the 90th Space Wing at F.E. Warren AFB, Colonel Hafner provided supply, contracting, transportation, missile maintenance, and nuclear weapon maintenance support for an Air Force Space Command wing of 50 Peacekeeper and 150 Minuteman III ICBMs and 4,500 airmen.

Colonel Hafner’s final military assignment was commander of what is now Field Command, Defense Threat Reduction Agency, in Albuquerque New Mexico. During his command, Field Command had several missions including operation of two major conventional weapons test sites in New Mexico and Nevada, tracking the location of all US nuclear weapons world-wide, evaluating the maintenance proficiency of all nuclear weapon equipped US units, and operating Johnson Atoll in the Pacific Ocean.

After retiring from the AF, he worked for a short time at Sandia National Laboratory before becoming the Director of what is now DOE’s Office of Secure Transportation. The primary OST mission is to safely and securely deliver cargoes of nuclear weapons and nuclear weapon components utilizing over-the-road tractor trailer convoys throughout the United States.

After joining what is now G4S GS, Steve became the Director of Emergency Services and Training at DOE’s Hanford Site in south central Washington State, where he led the Safeguards and Security, Fire and Emergency Response, and Emergency Management missions as well as a very large training function called HAMMER in support of the 600 square mile site and its 10,000 employees.

Before becoming the COO of G4S GS DOE Operations, Steve was the Acting General Manager of G4S GS Protective Force operations at the Y-12 National Security Site, the Oak Ridge National Laboratory, the East Tennessee Technology Park and the Oak Ridge Town Site in East Tennessee.

His formal education includes a BS from the University of Missouri at Columbia and an MBA from the University of Wyoming. He is also a certified Project Management Professional.

Colonel Hafner (Retired) is married to the former Cydney Lee Lightfoot of Jefferson City, Missouri. They have two children, Eric and Lesley, both married and living in Phoenix, and four grandchildren – Joey, Rylee, Sammie, and Jacquie.

Biography

Greg Meyer has over 35 years of nuclear operations and safety experience. As senior Vice president for Operations, Greg is responsible for Fluor Corporation’s Environment and Nuclear business line, which includes operations serving the Department of Energy, the National Nuclear Security Administration and the National Decommissioning Authority in the UK.

Before joining Fluor, Greg served four years at B&W Pantex, half that time as President and General Manager. In addition to his career at the National Nuclear Security Administration’s Pantex Plant, he has held significant senior management positions in operations, project management, and project support at three other Department of Energy sites: Hanford, Richland, Washington; Savannah River, Aiken, South Carolina, and Rocky Flats, Golden, Colorado. He has been a nuclear operations project manager, a safeguards and security director and an Environment, Safety, Health and Quality director.

Mr. Meyer completed a 24-year career in the U. S. Navy. A graduate of the Naval Nuclear Propulsion Program, he served on five nuclear submarines and two submarine squadron staffs. Highlights of his career included assignment as Commanding Officer of the USS Scranton (SSN-756) and an overseas diplomatic post in Geneva, Switzerland, where he was the Joint Chiefs of Staff Representative to the Conference on Disarmament and a senior member of the U.S. Delegation that negotiated the Comprehensive Nuclear Test Ban treaty.

Mr. Meyer received his BS in marine engineering from the U.S. Naval Academy and MS in nuclear engineering from the University of Wisconsin. He is a graduate of the National War College. He is certified as a Certified Safety Professional and Project Management Professional.

Biography
Linda R. Bauer serves as director of Transformation for Consolidated Nu-
clear Security, LLC.
Before accepting her current position, Bauer was acting senior vice pres-
ident and deputy general manager of Y-12, with responsibility for the
Production; Facilities, Infrastructure, and Services; Engineering/Design
Authority; and UPF Integration organizations.
Previously, as vice president and division director of FI&S, she was re-
sponsible for all aspects of facilities management and maintenance at the
five-million-square-foot site. With a work force of 1100, FI&S covers the
utilities, roads and grounds, and all services in support of the 300 build-
ings throughout the site.
Before her time at Y-12, Bauer was senior vice president for Los Alamos
Technical Associates, Inc., where she provided executive-level direction
and support. While maintaining that role, she served as commissioning
manager for the Depleted Uranium Hexafluoride Conversion projects in
Piketon, Ohio, and Paducah, Kentucky. She also served as project manager
for LATA’s $525-million Portsmouth Environmental Restoration Project at
the Gaseous Diffusion Plant in Piketon.
In earlier assignments, Bauer served as president of Babcock and Wilcox
(B&W) Savannah River, where she was responsible for all K Area opera-
tions. In her tenure with B&W, she has held senior management assign-
ments associated with the Savannah River Site; Nevada Test Site; Depleted
Uranium Hexafluoride Conversion Plants; the Mound Plant in Miamisburg,
Ohio; and company-owned facilities near Vandergrift, Pennsylvania, and
Alliance, Ohio.
Bauer earned a B.S. degree in chemistry from the University of Memphis,
an M.S. degree in health physics from Purdue University, and a Ph.D. in
environmental health physics, also from Purdue.

Biography

Ray Skwarek is UCOR’s Environment, Safety, Health and Quality Assurance (ESH&QA) Manager at the East Tennessee Technology Park in Oak Ridge, Tennessee.  Ray is responsible for all environmental, occupational safety and health, industrial hygiene, radiological protection, emergency preparedness, safeguards and security, quality assurance, training, and contractor assurance system programs.  Ray has led the accomplishment of DOE Integrated Safety Management System verification and Voluntary Protection Program Star status at several DOE sites.

Before joining UCOR, Ray served as Chief of Staff to the President of Washington River Protection Solutions (WRPS) at the Hanford Site. He provided leadership and integration of all WRPS business/support organizations, as well as WRPS Safety Culture Sustainment activities.  Ray was previously Manager of Environmental, Safety, Health and Quality Assurance at WRPS. During Ray’s tenure, the project achieved three AECOM President’s Safety Awards, including achieving more than 4 million hours without a lost or restricted workday injury, an all-time record for any Hanford Tank Farm Operating Contractor.

Ray served as Manager of Hanford’s One System Integrated Project Team that aligned systems and facilities between the Hanford Tank Farms and the Waste Treatment Plant.  Ray also served as Director of Safety, Health and Quality Assurance for Washington Closure Hanford with responsibility for all occupational safety, industrial hygiene, contractor assurance, and radiological protection programs for the River Corridor Closure D&D Contract.

Ray previously held management positions in ESH&QA, engineering, and business management with Washington Savannah River Company in Aiken, South Carolina, and with the Department of Defense at the Pentagon.  Ray began his career in various engineering and management positions in the commercial nuclear power industry with Westinghouse Electric Corporation.

Ray received his bachelor’s degree in Mechanical Engineering from Drexel University and earned a master’s degree in Mechanical Engineering from Stanford University.  He also holds an MBA in Management and Finance from Duquesne University.  Ray holds certifications as a PMI Project Management Professional and a BCSP Associate Safety Professional.

Biography

As Business Manager and Chief Financial Officer for Savannah River Remediation LLC, Sandra Fairchild is responsible for all aspects of financial, procurement, contract, information technology and budget management affecting SRR, the Liquid Waste Contractor located at the Savannah River Site (SRS). The current contract value is $3.1 billion.

Ms. Fairchild has over 28 years of diversified experience in the fields of technical planning and controls management, procurement, contracts administration, accounting, earned value management, pension and benefits administration, information technology including cyber security, risk management and governmental negotiations. She is licensed by the state of South Carolina as a certified public accountant.

Prior to her current position, Ms. Fairchild was Chief Financial Officer for Washington Savannah River Company (WSRC) Liquid Waste contract and Management and Operations organizations. In these positions, her responsibilities involved the oversight of $1 billion annual operating programs with highly diverse missions.

During her career, she has held positions of increasing financial management responsibilities, including WSRC Operations Business Unit controller, with responsibilities for financial oversight of $500 million construction projects, and WSRC Closure Business Unit controller, where she had responsibilities for financial oversight of Environmental Management and National Nuclear Security Administration programs.

Prior to working at SRS, Ms. Fairchild was senior auditor for the South Carolina State Auditors Office. In that capacity, she had responsibility for oversight of companies receiving federal or state funding.

Ms. Fairchild is an honorary lifetime member of the Aiken Junior Women’s Club, a member of the Aiken High School Booster Club and serves as Treasurer for the Aiken Technical College Foundation.

Biography

Jeff Stevens is Vice President of Operations for BWX Technologies, Inc., where he oversees operations for the Technical Services Group at 14 U.S. Department of Energy (DOE) sites.

Mr. Stevens has 30 years’ experience in managing government and commercial delivery organizations. He has led complex nuclear programs, including the decommissioning of DOE’s three gaseous diffusion facilities in Oak Ridge, Tenn., which spanned 4.9 million square feet and housed more than 328 million pounds of radioactively-contaminated material; the

Savannah River Site’s Waste Management organization; and the Rocky Flats decommissioning program. Jeff has implemented cultural change, overhead reductions, corporate restructuring/integration and infrastructure development.  During his career, Mr. Stevens has led more than 100 decontamination and decommissioning, waste management and remediation projects at more than 60 nuclear/radiological sites, integrated decommissioning programs in 400 facilities, decommissioned more than 150 facilities, remediated 65 sites, and made more than 12,000 waste shipments.

A graduate of the Colorado School of Mines, Mr. Stevens holds a Bachelor of Science in Mining Engineering, with minors in Metallurgical Engineering and Mineral Economics. He served as Lieutenant in the United States Navy, where he was selected for the elite Navy Nuclear Propulsion Program, earning engineering officer certification from the Navy and the Department of Energy.

Biography

Moses Jaraysi is the current CH2M HILL Plateau Remediation Company Vice President for Environmental Program and Strategic Planning. Before joining the CHPRC he was the CH2M HILL Hanford Group Vice President for Environmental Programs overseeing compliant operations of the Tank Farms Complex and the Vadose Zone Remedial Program for the Hanford Tank Farms Closure Project. Mr. Jaraysi has about 30 years of experience in executive and general management tasks (20 of which working on DOE projects). His expertise includes management and technical experience in the fields of regulatory oversight and negotiations; environmental remediation and strategic planning; groundwater and soil remediation program development, Environmental Management System development and implementation, and heavy construction projects.

Mr. Jaraysi has a Bachelor of Science degree in Civil Engineering from Polytechnic of Central London (University of Westminster, London, UK).

Biography

Mr. Morrison is a graduate of the Georgia Institute of Technology with a BS in Electrical Engineering and has over thirty years of combined experience in executive management and managing operations, engineering, maintenance, safety, QA, and training and procedures programs. In December of 2011, Mr. Morrison was named President for EnergySolutions Government Group. In this role, Mr. Morrison was responsible for overall strategic direction and execution of all Government Services for EnergySolutions. In 2015/2016 Mr. Morrison helped secure the sale of the EnergySolutions Government Group to Atkins, an international nuclear business based in the UK. He served as Executive Vice President of Atkins Nuclear North American Group with overall strategic and operational responsibility for all Government and Commercial Services for North America. In September of 2016 Mr. Morrison accepted a position as President of Veolia Nuclear Solutions Federal Services. In this role Mr. Morrison has overall responsibility for strategic direction and execution of all Federal Services in North America.

He also currently serves as the chairman of the EFCOG Board of directors along with memberships on various other boards. Past management assignments include Manager of the SRS Site Utilities Department, responsibilities included the oversight of Operations, Maintenance, and Engineering for production and distribution facilities for steam, domestic water, electrical distribution, fire water, sanitary wastewater collection and treatment, process water, river water, service water, chilled water, and deionized water at the Savannah River Site.  During his career he has provided leadership for several key Site initiatives to improve safety posture, cost effectiveness, and human performance.  Previous positions include Plant Manager of the Solid Waste Management Facility (SWMF), with responsibilities for the safe and environmentally sound storage, treatment, and disposal of SRS TRU, Low-level, Hazardous, and Mixed Waste inventory.  He has also held positions as Maintenance and Engineering Manager for both the F-Area and H-Area Waste Handling Facilities, Operations Manager for both the F-Area Waste Handling Facility  and the SWMF, and Manager of Training and Procedures, QA, Radcon, and Safety Programs within the Operations Business Unit. Mr. Morrison also served as the Chief Engineer and Technology Manager for the Waste Management Area Project. In this capacity he lead the engineering and technical resources in support of Waste Management operations, projects and programs. Specifically, shift technical, process oversight, development and optimization, cognizant systems engineering, design authority, technical safety documentation, engineering studies, environmental regulatory and compliance issues and criticality analysis.
